Many facility operators face problems in areas with limited or confined spaces such as sewer lines, tanks, pipelines, etc. that can be hazardous to enter. Confined space entry can be an extremely dangerous job and causes many fatal accidents every year.

The government regulated guidelines called OSHA (Occupational Safety & Health Standards) define confined space as space that:

1) Is large enough and so configured that an employee can bodily enter and perform the assigned work

2) Has limited or restricted means for entry or exit (for example: tanks, vessels, silos, storage bins, hoppers, vaults and pits)

3) Is not designed for continuous employee occupancyAn entry permit (see example - Diagram A) is a written or printed document that indicates if hazards are present in the confined space, tells the entrant how to control the hazards, and allows entry into the confined space.

This permit is required to perform maintenance if potential hazards are present such as:

1) Toxic gasses or hazardous atmospheric conditions that cause: Death, Incapacitation, Injury, Serious illness and Impairment of judgement or the ability to exit/self-rescue.

2) Explosive materials

3) Flammable materials

4) Lack of necessary oxygen, (containing less than 19.5% oxygen by volume) which can cause asphyxia

5) Electrocution

6) Unsafe equipment located within the area

7) Mechanical hazards

Three individuals are required to perform Confined Space Entry:

1) Entry Supervisor - This individual signs the permit and verifies permit requirements to ensure that the following steps have been taken: Entry conditions have been checked and tested, The necessary equipment is functional and in place, Proper signage is posted and Rescue and emergency service has been notified before entry and are available if needed.

The entry supervisor must be knowledgeable of potential hazards and their consequences, and has the final authorization to cancel a permit if the conditions change.

2) The Entrant - This individual is responsible for solving the problem and controlling hazards within the confined space. They must also be aware of the physical symptoms associated with hazardous gasses or liquids in the event that they become exposed to them. The entrant must also: Know operational procedures of CSE, Maintain continuous contact with the attendant and Notify attendant if evacuation is necessary or if atmospheric conditions change.

3) The Attendant - This individual is stationed outside of the confined space area, observes the surrounding conditions and supports the entrant in the following ways: Remains in constant contact with the entrant and knows their position at all times, Informs the entrant if conditions change or if an evacuation of the area becomes necessary, Calls for rescue service if needed, Makes sure no unauthorized individuals enter the area and Must be aware of hazards that could endanger the life of the entrant.

NEVER enter a confined space area. Hazardous conditions may be present that can cause serious injury, illness and even death. If you experience problems in areas of confined space, contact a licensed professional who can locate and repair the problem. Don't endanger your life or the lives of your employees by underestimating the dangers involved with confined space entry.

The inspection process may be time consuming and costly depending on the complexity of the problem, but how can you possibly put a price on human life?!!

Kline's has certified, licensed technicians who perform CSE and are knowledgeable of the practices, procedures and equipment involved with this process. If you would like to know more about our confined space services, call and ask to speak to one of our licensed technicians who can answer any questions or schedule an appointment to discuss your specific needs.
